Use a private cloud when the data is highly sensitive and must stay inside a named boundary. Choose on-prem only if someone can run it and the data cannot leave the machine room. Cost usually rises from SaaS to private cloud to on-prem; control rises in the same direction.

How to choose

Ask three questions: may this data leave Hong Kong or your named region? Does someone maintain the model and backups every week? Which one workflow hurts now? Pick the level after the answers, not before the hardware quote.

A simple comparison

Enterprise SaaS: lower cost, medium control, good for masked support drafts and internal SOPs. Private cloud: mid cost, higher control, a fit for contract and invoice fields. On-prem: high cost, highest control, only with IT and data that cannot leave.
